Tree permit and HOA checker

Check first, then cut

We found no permit rule for removing or pruning a tree on private property in Grand Junction, Fruita, Palisade or unincorporated Mesa County. Public trees are different: Grand Junction requires a free City Forester permit. Your HOA is often the real gate, and utilities and 811 come first near lines or digging.

The checker

Three questions, one answer

Pick where the property is, where the tree is and what you want to do. You get the rules that apply, each with its source and the date we last checked it.

General information, not legal advice. Confirm with the city, town, county or your HOA before you cut, and check the date on each rule.

Recent change

Grand Junction dropped its significant tree rule

City Council repealed the significant tree rule in a 4-3 vote on September 2, 2026, by Ordinance 5340. It applied to development, not to a homeowner removing a yard tree. Older articles and guides that mention it are out of date. Right-of-way rules did not go away.

Owner duties

No permit still means duties

Each town sets how high branches must clear public ways, and the numbers differ. Grand Junction can also order you to deal with dead, dangerous or diseased trees and bill you if you do not.

Colorado 10 foot high voltage rule

No person or business may do work where a person, tool, equipment or material could come within 10 ft of a high-voltage (over 600 V) overhead line unless guarded per 9-2.5-103: notify the utility and work only after mutual safety arrangements (barriers, de-energizing, raising); contractor pays actual clearance costs. Before any digging

Colorado 811 says state law requires contact at least two full business days before you dig, not counting the day of notice, and it also tells you to wait at least 3 full business days for marks. Short answers

Permit questions, answered first

General information only. Confirm with the city, town, county or your HOA before work starts.

Do I need a permit to remove a tree on my own property in Grand Junction?

We found no City permit rule for private property, after reading Chapter 8.32. A tree business working for you does need an annual Forestry Board license. The City can still order dead or diseased trees dealt with. Confirm with the City Forester at 970-254-3861 if your situation is unusual.

What about the tree between the sidewalk and the street?

In Grand Junction that strip is generally public, and a free City Forester permit is required first. Fines and repayment of tree value can follow unlawful removal or damage. The adjoining owner waters these trees, and the City provides standard pruning and removal, so request that before hiring anyone.

Does my HOA have to approve tree removal?

Usually yes, if your covenants say so, and most of those we read do. Cities and the county do not regulate HOAs, so a city answer says nothing about your covenants. Some require a replacement tree, and one sets a 60 day deadline. Ask your board for the current documents.

Do I have to call 811 before stump grinding?

Colorado 811 says you must contact it before digging, and tree root removal is on its list. State law asks for two full business days of notice, and 811 also tells you to wait at least 3 full business days for marks. Private lines are not marked, so ask about those separately.

Who do I call about a tree near power lines?

Call your electric utility first: Xcel Energy at 800-895-4999 or Grand Valley Power at 970-242-0040. Colorado law bars work within 10 feet of a high voltage line until the utility is notified and safety arrangements are made. Xcel says it may clear part of the tree first, and a service wire disconnect may carry a fee.

Can my HOA stop me clearing trees for wildfire safety?

Not if the removal follows a qualifying written defensible space plan, under Colorado law. C.R.S. 38-33.3-106.5(1)(e) covers plans from the Colorado State Forest Service, a locally certified planner or the fire authority, and removal must be no more than the plan needs. Other approvals may still apply, so ask your HOA.

Can I plant or cut trees along a canal?

Call the canal company first, because its easement may reach further than you expect. Grand Valley Irrigation claims 25 feet from the water edge or the toe of an outer embankment, whichever is greater, though recorded documents can differ. A joint notice from valley irrigation companies treats unauthorized plantings on their facilities as trespass.

What we could not confirm

Gaps, stated plainly

Fruita Chapter 8.06 comes from the city code PDF updated through 2016, because the current code host blocks automated reading. The same is true for parts of the Palisade code. We read a 2019 copy of Grand Junction Chapter 8.32 alongside research on the current text. Sources and dates sit on every rule above.

  • No private-property rule found means we read the code and saw none. A City Forester or planner can confirm it for your address
  • The Fruita Tree Board allowable and undesirable tree list is not published online, so confirm with the town
  • Palisade Sec. 11-3, on planting near the curb, is unconfirmed, so ask the Town at 970-464-5602
  • No historic district tree rules found. Ute Water and Palisade Irrigation have no published tree rule that we found
  • The state roster has 268 active Mesa County HOAs. HOA Census claims 311, likely including expired ones
  • We show tree rules for only 35 HOAs, some read through OCR or a third party summary, and any of them can be amended
